Information paper for international students enrolled at Kazan state institute of culture

Dear students and postgraduate students of Kazan state Institute of culture!

We congratulate you on the successful completion of the entrance tests!

We hope that your further training in the Institute will be as efficient as your results upon entering here.

When should you come to Kazan?

We expect you to arrive in Kazan before the start of the academic year, i.e. until 01.09.2021.

In accordance with the Russian migration legislation, the arrival of an international student must take place not later than 20 working days prior to the expiration date of the existing multiple-entry long-term visa.

For example, if your visa expires on the 31st of August, you should arrive in Kazan not later than on the 1st of August 2020, or, if the expiration date if on the 10th of September, you should arrive at the Institute on the 10th of August at the latest.

Official check-in to the dormitory starts on August, 27, so we do not recommend to come to Kazan before this date, if the validity of your existing multiple-entry long-term visa is valid.

Please inform about your arrival dates in advance if possible.

Where should I apply to and what documents should I submit?

On arrival in Kazan you need to contact the academic services office of Kazan state institute of culture according to its working hours, which is located at: 3 Orenburgsky tract st., Kazan state institute of culture, room 301, Kazan, Russia 420059

Working hours: From Monday to Friday from 8.30 to 17.00; lunch break from 12 to 12.30.

Your actions in Kazan state institute of culture:

In room 301 (academic services office, on the 3rd floor) you will need to show the following documents for migration registration:

passport, valid visa (for countries where visa is required), migration card, railway or air ticket to Kazan.

After submission of these documents for migration registration you (only for those arrived within the quota set by the Russian Government) will need to go to the room 114 (Admissions office, on the 1st floor) and submit the following documents:

  • passport and its copy with a notarized translation into Russian;
  • original educational records with academic excerpt, copies of educational records with a notarized translation into Russian (if the former is not in Russian); if necesary, the educational records must be legalized according to the rules;
  • certificate of international education recognition (if necessary);
  • 4 3x4 cm photos.

Then you (all categories of foreign citizens) will need to go to the Dean's office of your faculty and get an application form for accomodation.

The order of the dormitory check-in:

We would like you to pay attention to the fact that dormitory check-in on the same day of your arrival is possible if you are able to apply to the academic services office in the morning (until 12 p.m.) and on the condition you have all the necessary documents mentioned above to submit.

To obtain a doctor's certificate for dormitory check-in process you must provide the following documents:

  1. Health insurance
  2. Vaccination records
  3. RW blood test (original, valid for 10 days)
  4. photofluorographic examination records for the last year (original paper and a copy);
  5. application form for accomodation;
  6. 3 3x4cm photos.

If you do not have all the necessary medical documents by the time of dormitory check-in, photofluorographic examination and RW blood test can be done in Kazan within 2 days since the arrival day.

A doctor’s note for dormitory check-in can be obtained in the Kazan state institute of culture health center located on 16D Daurskaya st. (sports centre ‘Itil’, the building next to Kazan state institute of culture).

Your expenses in Kazan.

Scholarship and accommodation. According to the Federal law of December 29, 2012 No. 273-FZ "On education in the Russian Federation" foreign citizens arriving for training on basic educational programs at the expense of budget allocations of the Federal budget within the quota have the right to get state academic scholarships (during all period of training regardless of their academic progress) and to get a room at the dormitory on the conditions established for the citizens of the Russian Federation studying at the expense of budget allocations of the Federal budget.

In 2018-2019 academic year, scholarship was 1400 roubles per month (~21$), postgraduate scholarship 2500 roubles per month (~38$).

The cost of living in the dormitory in 2018-2019 academic year was the same both for students and postgraduates and comprised 500 rubles per month (~7$).

From 01.09.2019, the cost of accommodation in the dormitory will be approximately 550 rubles (~8$).

For students studying on a commercial basis, the cost of living in the dormitory was 1400 rubles per month (~21$).

Health insurance. In accordance with the legislation of the Russian Federation, medical care for foreign citizens temporarily staying in the Russian Federation is provided in accordance with the voluntary health insurance contract (VHI), so you will have to purchase a health insurance annually.

It costs is from 4 300 roubles for 1 year (~65$) (From 01.09.2019, the cost may increase).

The purchase of a health insurance is a foreigh citizen obligation.

You may buy a health insurance VHI either on your own or contact a leading international student office specialist for help in obtaining it.

Costs of recognition of foreign education: If necessary, the foreign student shall cover the costs of passing the procedure of recognition of foreign education or qualification. Detailed information about the procedure and the amount of the state fee can be obtained here.

Other additional expenses. Of course, the monthly scholarship cannot cover all your expenses. You will have to cover your transportation costs and meals. The fare on public transport (bus, metro, tram, trolleybus) is rubles for one-way ticket. A set meal in the student canteen of the Institute costs approximately 150-300 rubles.

According to students of the Institute, the monthly expenses on meals, transport, mobile communications, etc. in Kazan can be around 10000-15000 rubles (~152-227$).

Please note that Kazan state institute of culture assumes no obligations regarding invitations, stay and accommodation on the territory of Russia for family members and other relatives of foreign citizens enrolled at the Institute.
